Meet Our Board

Our Board of Directors is dedicated to supporting the health of our communities through their leadership of Careteam Plus. They are from varying business industries with diverse skills and knowledge that contribute to the betterment of our organization.

Heather Cannon, Esq.
President

Heather Cannon graduated with a B.A. in English from the University of South Carolina in 1994. And a J.D. from the University of South Carolina Law School in 2003. In the same year, she was admitted to the South Carolina Bar. Ms. Cannon is self-employed at Heather M. Cannon, LLC with an extensive family court practice including a contract with South Carolina Indigent Defense where she represents parties in Abuse and Neglect actions.

Ms. Cannon currently serves on the board for Horry County Gamecock Club since June of 2016 and Your Sister's Closet since November of 2017. Ms. Cannon is excited to be a board member and work closely with Careteam Plus. She is highly invested in its mission and accomplishments.

Preston McKever-Floyd, PhD
Vice President

Dr. Preston L. McKever-Floyd is the Founder and CEO of the Dr. Preston L. McKever-Floyd Youth Sports Academy in Monrovia, Liberia incorporated with the Liberian government as an International Non-Governmental Organization. The priority of the academy is the education of the youth of Liberia and we use soccer as a vehicle for the teaching life and leadership skills. The goal is to become a fully functional education facility servicing Kindergarten through 12th grade.

In December 2005, Dr. McKever-Floyd retired after 35 years as a professor and two years as Chair of the Department of Philosophy and Religious studies with Coastal Carolina University, Conway, SC. During this tenure, he co-founded the Women’s and Gender Studies program. He also did visiting professorships at Washington University, St. Louis Missouri in Africa-American Literature and the University of South Carolina Columbia, SC in Women’s and Gender African-American and Religious Studies.

Dr. Preston McKever-Floyd holds a Bachelor of Arts degree in Philosophy from Virginia State University, Master of Divinity , Duke University, ABD in Religion and Literature, Emory University and the Doctor of Philosophy Degree (PhD) in Philosophy from the University of South Carolina.

Crystal Franklin, OD
Secretary / Treasurer

Dr. Crystal L. Franklin was born and raised in the Oatland community of Georgetown, SC, where she attended Choppee High School graduating with honors. For undergraduate studies, Dr. Franklin attended Clemson University where she graduated with a B.S. in Biological Sciences. Immediately afterwards, Dr. Franklin attended Southern College of Optometry, in Memphis, Tennessee where she earned a Doctorate of Optometry degree.

Upon graduating optometry school, Dr. Franklin returned to her native roots in Georgetown, SC to continue the same services through her current practice located in Pawleys Island, SC. She is an established member of the South Carolina Optometric Physicians Association, the American Optometric Association, and the National Optometric Association. Locally, she is a proud member of the Mu Phi Omega Chapter of Alpha Kappa Alpha Sorority, Inc., is the current President of the Conway Chapter of Jack and Jill of America, Inc., and a board member of Champion Autism Network.

Dr. Franklin and her family are members of Wellspring Fellowship Church located in Myrtle Beach, SC. Outside of the office, Dr. Franklin enjoys spending time with her family, traveling, shopping, meeting new people, and learning new things. She is the first African American female Optometrist to practice in the greater Georgetown, and Horry Counties.

Eslen Bert Frazier
Governance Chair

Eslen “Bert” Frazier retired from Cerner HealthCare located in Kansas City, Missouri from the role of a Beta Project Manager. The company was formerly Part of Siemens Corporation and started as Shared Medical Systems in Malvern, Pennsylvania. Mr. Frazier spent the majority of his career as a Registered Respiratory Therapist and supervisor in a large teaching hospital, the University of Virginia Medical Center.

In every position, Mr. Frazier has excelled in listening to client and patient needs. As a Beta Project Manager, he worked as a liaison between beta hospital clinical staff and software developers to assure the software was designed and functioned to meet the changing workflows of each clinician’s area. He was recognized with the Implementation Achievement Conference (IAC) Awards. Mr. Frazier holds a Presidential Certificate of Merit for a nature walk project. In addition he serves as Vice President of the Myrtle Beach Prime Timer’s Chapter. He is an avid cat lover, weaves baskets, loves to cook and entertain.

William Miller

Mr. Miller moved to Myrtle Beach, SC from Houston, TX in December 2014. He was covered by the Ryan White Program while living in Houston and wanted to see if the program was also in Myrtle Beach thus leading him to become a patient of Careteam Plus. Mr. Miller has been was diagnosed in 1992 with HIV and fortunately has continued to live a healthy productive life. He wants to be able to share his story with others and give back to the public health community that has given him this blessing of health.

Mr. Miller is the owner of William H. Miller Studios & Fine Art. Through his creative talents and outgoing positive attitude, he wants to assist others to converse, market and create their art, businesses, and causes that touch communities’ hearts and minds. His drive is to transform others by sharing learned insights to help enrich, empower, and positively impact this world. Mr. Miller has experience with Fortune 100 companies, small businesses and non-profits across multidimensional diverse industries with various levels of executive leadership.

Mack Burgess

Mack Burgess is currently the Principal of McDonald Elementary in Georgetown, SC. He is a graduate of South Carolina State University and received a master of Educational Administration from Cambridge College in 2009. Mr. Burgess received an Educational Specialist degree in Educational Leadership from Liberty University. He is proud to be a SC Army National Guard Veteran. He and his family reside in Nesmith, SC.

Mr. Burgess's community activities and affiliations include the following: past President of Andrews Lunch Rotary and Georgetown Breakfast Rotary, Waccamaw American Leadership Forum Class IV member, Vice President of Andrews Baseball Recreation Department, Kingstree Masonic Lodge #237 member, former President of Omega Psi Phi Fraternity, Inc., volunteer at Williamsburg County Parks and Recreation, Baseball Umpire for South Carolina HS League, Pentecostal Holiness Missionary Youth Council member, and Lake City Boys and Girls Club mentor.

Veronica Walters

Veronica Walters resides in Myrtle Beach, SC. She attended UNC-Wilmington and received her BA in Theatre. Her background in local theatre production is extensive and includes several movies. She currently operates her own business, V. Walters Services. In 2005, she co-founded the T-Time support group and has been a presenter at the Southern Comfort Conference in Atlanta, GA. She was a Board member and past President (2009 – 2010) of The Center Project, an LGBTQ+ community center in Myrtle Beach. Ms. Walters is an active participant of the SC Equality and former Vice President of Red Ribbon Friends, an LGBTQ+ fund raising organization that supported Careteam Plus of Horry/Georgetown, that provided services to directly assist persons living with HIV/AIDS.

Shawn Garrett

Shawn Garrett is a Certified Community Health Worker for Tidelands Health. He has been employed with Tidelands Health for over 16 years and holds an Associates Degree in Medical Assisting. Mr. Garrett currently is studying at Liberty University working towards his Bachelor's Degree in Human Services. He currently serves as a Board Member for the State of South Carolina Community Health Worker Association and is an Ambassador for the State of South Carolina with the University of South Carolina Public Health Center for Community Health Alignment. Mr. Garrett also is a Certified Pre-Diabetes Prevention Coach in the community.

In Mr. Garrett's spare time he mentors children and teens in Georgetown County as well as advocates for his community to bring more resources to the area. He currently resides in Georgetown, SC with his family.

Angela Howell

Angela is currently the Safety Manager for Horry County Government where she evaluates training programs, safety requirements, and technical materials. She is the safety trainer and creates individual lesson plans for Horry County employees. In addition, she is a part time law enforcement officer for Coastal Carolina University where she also teaches self-defence classes. Whenever possible, she teaches OSHA 10-30 classes at Horry Georgetown Technical College.

She started her career as a law enforcement officer at Marshall University. She is most proud of her work starting RAD, a women’s self-defense program, offering classes to students, faculty, staff of Marshall University, and the community of Huntington, WV. She later moved into health and safety management and became the Director of Public Safety at Mountwest Community and Technical College.

Outside of the office, Angela enjoys spending time with loved ones, kayaking, hiking, and caring for her beloved pets, Joby and Milo, and Izzy. She is also a partner, advocate and supporter of Shepherd of the Sea Church.

Tonya Robinson

Tonya Robinson is a Realtor (Century21 & Broadhurst), Professional Model (Marilyn’s Agency) and a Personal Stylist in Myrtle Beach. Known for her flair and savvy approach to fashion, she is the owner of Diva Unlimited which provides personal styling and concierge services. Tonya has modeled for L. Mae Boutique, The Foxy Lady Boutique, Tara Grinna Swimwear, Little White Dress, Two Oaks Bridal, Reeds Jeweler, and Hamricks.

Using fashion and style as a form of empowerment, Tonya has been successful in creating her platform. She is passionate about giving back to her community. Tonya is a member of Junior League of The Grand Strand where she is the DEIB Chair. Recently, Tonya was honored as 2023 Changemakers in the Grand Strand by Multiplying Good. She is an active member of The Waccamaw Leadership Forum and Leadership Coastal Carolina of Realtors. Tonya has demonstrated through her work how the transformative power of fashion can inspire, uplift, project confidence and self-love.

J. Mark Bayer, RN

Mark Bayer, a native of Horry County, SC grew up in the area and graduated from Socastee High School. He pursued his education at Coastal Carolina University and obtained his nursing degree from Horry Georgetown Technical College. Throughout his nursing graduate program, Mark dedicated his time to volunteering and working with support groups at Careteam Plus. While Mark gained experience as a critical care nurse at various hospitals along the Grand Strand, he ultimately felt a strong connection to his role within the Tidelands Hospital System, formerly Georgetown and Waccamaw Hospital.

Mark previously served on the board of Directors for Careteam Plus early in his career and is now returning to the organization. In the past, he held the position of Vice President for The Center Project, an LGBTQ+ Community Center. Currently, he is a founding member of the PFLAG Chapter in Pawleys Island, in a leadership role. Mark focuses on providing support , education, and advocacy for the local queer community and their allies. Additionally, Mark has a deep compassion for therapy dogs. He volunteered with one of his former Great Danes, regularly visiting patients at Conway Manor and Price George Assisted Living.

Mark and his spouse live in southern Horry county with their adopted son of four years and cherished dogs. He considers himself fortunate to be surrounded by love and support, recognizing it as his responsibility to provide the same for the community. He is committed to encouraging, educating, and advocating for the community aiming to empower everyone to experience the same sense of belonging and support that he feels.

Mark Csuti

Mark Csuti, A Specialty Auditor and Public Accountant, originally hailing from New York, holds an A.A.S. Degree in Accounting and Business. His academic journey led him to Fordham University, and following a job transfer, he successfully completed his degree at NCC in Garden City, NY. Upon his transfer, Mark took on a role as an accountant in Great Neck, NY, managing a 501(c)(3) Certified Financial Report audit within an auditing team. This experience ignited his passion for his line of work, leading to an increase in the number of retained audits for certification. The stringent mandates associated with these audits demanded meticulous compliance. Effective communication across various job functions was imperative to successfully navigate these tasks, a challenge Mark found satisfaction in meeting.

After two decades of dedicated service, he made the decision to join his family and relocate to South Carolina in 2016. Following Mark’s move to South Carolina, he has actively engaged and became acquainted with Careteam Plus. This familiarity ultimately fueled his desire to deepen his involvement with the organization and align himself more closely with its community-centric values. Mark looks forward to becoming an integral member of the Careteam Plus Board of Directors.

Johanna Haynes, CEO

Johanna Haynes is Chief Executive Officer (CEO), a non-voting member of the Board of Directors. Mrs. Haynes has been with Careteam Plus since February 2005. She earned a Master degree in Social Work from the University of Georgia and holds both the Clinical and Advanced Practitioner license with the state of SC.

In her free time, she enjoys spending time with her wife, family and being on the beach.
